Specialists Spot Russian Fear Campaign Against Tomahawk Employment

Moscow is implementing a psychological influence campaign of threats to discourage the United States from supplying long-range missiles to Ukraine, based on analysis from military analysts. A senior legislator stated: “We understand these projectiles completely, their flight patterns, methods to intercept them, we tested against them in Middle East operations, so this is not innovative. The providers and the operators will have problems … We will identify methods to damage those who cause us trouble.”

Kyiv's Counteroffensive Progress

Ukraine's military were inflicting heavy losses in a military operation in eastern Donetsk region, the primary conflict zone, Ukraine's leader stated on Wednesday. Kyiv's report, derived from a communication with his chief of defense, differed from Vladimir Putin's address to high-ranking military personnel a previous day in which he said Russian troops held the strategic initiative in all frontline sectors.

In an assessment dated early October, military analysts said Russia was suffering significant losses, mainly because of drone strikes by Ukraine, in exchange for minor territorial gains. Kyiv's troops, Ukraine's leader reported, were “protecting our positions along multiple fronts”, referring specifically to the Kupiansk area, a heavily damaged city in Ukraine's northeast under sustained offensive operations for months.

Regional Developments

Local authorities in southern Ukraine of southern Kherson said offensive operations on Wednesday resulted in three fatalities in and around the city of the oblast center. Local authorities of northern Sumy, on the northern frontier with Russia, said three people died in UAV assaults in different districts. Ukrainian aerial defense said it neutralized or disrupted the majority of attack and decoy UAVs through the evening.

A Russian attack significantly harmed critical infrastructure, officials reported on Wednesday. Two employees were injured in the attack, based on information from power utility representatives. Officials offered no further information, about the site's whereabouts, but national sources said Russia struck critical utilities in the Chernihiv region, southern Kherson and eastern Ukraine.

Public Consequences

In the north-eastern Sumy town of Shostka, significantly damaged by the offensive operations against the energy infrastructure, officials have put up tents where people can warm up, receive warm beverages, maintain communication capability and access mental health services, as reported by regional head.

Diplomatic Reactions

Kyiv's representative to the military alliance on Wednesday called on European partners to increase acquisitions of US weapons for Kyiv. “This doesn't mean we prioritize United States armaments instead of French or German or some other European weapons – the challenge remains that we are requesting the US for equipment that EU members can't provide,” said the diplomatic representative.

Federal law enforcement will soon be allowed to shoot down drones, security chief said on midweek, following multiple unmanned aircraft incidents suspected as Moscow's attempts to conduct surveillance and threaten. Presenting proposed legislation, the representative said law enforcement would receive permission “to take state-of-the-art technical action against UAV risks, for example with EMP technology, electronic interference, navigation system disruption, but also with direct interception”.

EU Security Challenges

European Commission President said on Wednesday that EU nations need to enhance its defenses to deter Moscow's multifaceted attacks after airspace breaches, digital assaults and damage to undersea cables. “These aren't isolated incidents. This represents a organized and growing strategy,” the leader said in a presentation to the European lawmakers. “A couple of events are random chance, but multiple, repeated, numerous – that represents a planned and specific hybrid threat strategy against the European Union, and European countries should answer.”

Displacement Situation

The Switzerland's administration has prolonged its protection status provided to Ukrainian refugees to at least 4 March 2027. Protection status S, which enables individuals to journey internationally as well as work in Switzerland, is generally limited to twelve months but can be extended. “This determination shows the persistent unstable environment and continuing offensive operations across large parts of Ukraine,” said a Swiss government statement. “Regardless of worldwide negotiation attempts, a lasting stabilisation that would permit safe return is not projected in the medium term.”
